My work history for the last 4 out of 6 years was project based which meant EI benefits for part of each year am I still elegible?

It depends on your employment income. If your employment (not including EI income) meets the threshold for contributions, then if you have 4 of 6 years then you would qualify. The minimum threshold income for a year to count for CPPD eligibility in the $5000-$6000 range, and changes every year with inflation.
