Proposed Canada Disability Benefit Regulations Open for Public Comment until 23/09/24

Unsure how I got on the EDSC mailing list for the topic, but hoping the moderator will allow links related to invitation for public comment on the proposed Canada Disability Benefit. However thought this may be of interest to everyone on the forum. (Thank you, David, for starting & hosting this important site)

The proposed regulations detail how the Canada Disability Benefit would be administered and delivered. Along with the proposed regulations, a Regulatory Impact Analysis Statement (RIAS) has also been published for comment.“

Seems the department was slow to send the communication, as I received the email on august 14th yet publication date on website indicates nearly two months earlier…

hi, I got CPPD payment low but first time good high then now payment CPPD but I don’t know about **Disability Benefit can add? or separate?
I just wonder … I don’t hear about it … I know SASKATEWAN SAID cut last July, reason SAID rule tell me can’t have SAID disability because CPPD is payment, wow whatever they want rule. I respect. I am deaf … i stay home and no job, i have juried lots. thankyou.

They’ve released the comment submissions on the draft regulations. Service Canada is supposed to be creating the 2nd of 2 applications for this abysmally low and insulting “benefit”.

Nothing is written in stone…yet.

Looks like everything is approved and final and we’ll be able to apply soon. It’s not a lot but i’m happy to get something!

Yes I believed it … I have CPPD just asked me history from 2021 tax where i worked pervious. CPPD just one time deposited july 2024. so i went honest to SAID is my disability.
I know SAID refused benefit and cut , not give me have months Because CPPD is one time high deposited then process monlth is 739.28 … But SAID refused depoist about 1066.00 month sad last july 2024 cut no month… SAID say give me 43 months 3 years after .

I know SAID is wrong , SAID know pervious 2021 where i worked SAID cut it later after COVID19 done and I layoff worked happened no reason. then went back SAID 2022 start again. then later I have big JURY back disc from worked boss force me jury. so later I applied CPPD and dr helped with me for CPPD … then happen SAID cut july 2024 from my CPPD started process one time high deposit and then low payment … not joy fun… …RUDE of SAID give me 43 month sound 3 years cant use SAID.

Old manager is not tell any one , no tell WCB , I twice apllied is failed WCB denied me and WCB pay me I say no . return back to WCB $. reason , it DENIED is not pay. IF complete will good payment. I know … I hate WCB lie rule mean.
My old boss did not pay for jury me nothing. last 2022 happened worked heavy 300 to 600 steel bin wash, boss force me work heavy. I say no, dr. notice to boss not listen. I quit it safe … I have chronic disease and disc lump hard feel like cyst back pain, and health slow down. don’t good but i can’t afford lawyer anytime. I stuck my life. thanks, I have lots L5,S1, new disc back pain, plus chronic disease

It’s an absolute crushing tragedy.

Every round of endless consultations and testimony in committes and feedback portals clearance said remove barriers…then they placed it behind TWO barrier applications (DTC and one yet to be determined and announced, but will supposedly also require a medical signature). All feedback AND debate in both chambers said the amount MUST consider the MBM and disability premium in addition to it being intended to be similar to the other two poverty reduction programs (CCB and GIS), yet it’s $200 and does not bring anyone on provincial disability supports anywhere near the MBM. Speaking of the MBM, the regulations use outdated information from the 2017 Survey on Disability and the 2018 MBM when drawing the regulations-and the benefit amount doesnt meet the 2018 MBM let alone the 2023 (most recent) data with any provincial or territorial benefits. The government chose to use the outdated data despite the 2022 Survey being available publicly 7 months before the draft regulations were published.

The Canada Disability Benefit also stresses “the importance of work”, giving economic advantage to the small number of PwD with a valid T-2201, are in the workforce and have income below the clawback levels that are (again) far below the most recent understanding of the cost of the basket of goods. It further uses family income to reduce eligibility causing PwD who are economically dependent on a spouse or family member to remain in abusive situations.

This legislation was designed to help nobody, lift no one out of current poverty rates and places the punitively low benefits behind multiple barriers not encountered with CCB and GIS.

Kamal Khera says it’s “important to recognize” that this is a “first step”, but throughout the process PwD were told tome and again that they were “laser focused on getting it right the first time” to justify not creating a bridge benefit while the framework legislation took 1300 days to go from aspiration to realization.

An election is coming. Write your candidates and the parties demanding that disability benefits and rights be included as a substantive part of their campaign and then hold elected leaders to account.

No, I have not said “thank you” for a Canada Disability Benefit that took almost 6 years to begin paying out, does not live up to the purpose of the Act as stated in the Act, does not lift one PwD out of poverty (the actual purpose), has diabolically low clawback income levels that are not in line with the official poverty line, is not substantively similar to the poverty reduction measures that it was intended to be modelled on, has multiple application barriers that will exclude the vast majority of the people who need it most and blatantly mocked the phrase “Nothing about us without us” when it was used repeatedly to pretend that disabled voices and vested organizations would be heard.

No, I did not say “thank you” when supports were budgeted at 10% of what Abled Canadians needed to survive before 5 years of inflationary erosion.

I did not say “thank you” for a system that makes it too easy to die and too hard to live.

I personally don’t understand why this account has’nt been removed either. Absolutely ridiculous! I understand people have all types of disabilities/issues but we do not have to or need to be subjected to this rubbish. The fact this person keeps telling people to get a job and “free money” and now political talking points, makes one think they are just a troll with nothing better to do. Rude, infantile and annoying.
