Hi, I received an inheritance back in 2013-2014 and after all my spending I was asked to pay back about 4,000$ dollars. So every month I have a small amount taken from my check. Since the rules have changed, meaning you now can have a larger savings in the bank and your not penalized as much now, Should I still be paying back the monies from 2014 rules?

I think you could put the money in an RDSP (not sure that helps you now) or a Henson Trust.
When did the rules change.
I’m guessing the amount you owe would be pro-rated.
You should ask a lawyer or your caseworker.
